
EELA Regional Window
The EELA Regional Project specifically aims to create the market and institutional conditions necessary for a sustainable and inclusive energy sector transformation. This involves enhancing regional policy harmonization and regulatory frameworks, building the capacities of key stakeholders, and supporting local energy efficiency markets through private sector development. The project assumes that energy efficiency is one of the quickest and most cost-effective pathways to accelerating sustainable development in Africa’s growing regions.
EELA interventions aim to accelerate the demand and uptake of high-quality energy-efficient products, services and industrial equipment. This will result in a reduction of household expenditures and energy costs for businesses, enhancing the competitiveness of industries while reducing their carbon footprint. The project targets the enhanced uptake of productive use equipment to improve livelihoods and reduce post-harvest losses through high performing and energy efficient on and off-grid cooling and agro-processing equipment. Particular focus is placed on the implementation of various innovative business models, offering cooling, lighting and broader energy as a service. This is premised on the assumption that energy efficiency is one of the quickest and cheapest ways to accelerate sustainable development in these growing regions.

Project Outcomes
Supporting Regional Institutions and Facilitating Knowledge Exchange between Regions and Member States
This outcome supports collaboration among the three regional centres and focuses on partnerships, advocacy, and outreach. It includes developing knowledge products, expanding the EELA e-learning platform, and scaling up the Technical Assistance (TA) Facility. The Technical Assistance Facility will support private sector business plans, particularly for ESCOS, and assist public organizations with adopting and implementing EE policies.
Improving Regional EE Policies and Regulations in ECOWAS, EAC and SADC with a view of the Climate and Gender Responsiveness
This outcome focuses on improving policies and regulations for EE lighting, appliances, and industrial equipment, with an eye on making them gender and climate responsive. Key activities include updating and harmonizing MEPS and labels, promoting compliance, and addressing environmental concerns like safe disposal and recycling. Capacity building for standards bodies, customs, and testing facilities will also be conducted through various training initiatives.
Providing Private Sector Development Support For EE Services and Products
Private sector engagement is crucial for developing a market of high-quality EE services and products. The EELA Regional Project supports companies across the value chain with studies, awareness campaigns, and capacity-building through its TA Facility. It also promotes innovative delivery models like ESCOs, Public-Private Partnerships, and private initiatives for EE products and industrial equipment.
Providing National Support for Adoption and Compliance of EE Standards Provided
