Procurement Opportunity: Energy-Efficient Appliance Market and Policy Support under the EELA Zimbabwe Country Window Project

EELA Zimbabwe Country Window Project invites proposals for a market study to map the country’s appliance landscape and support the shift to energy-efficient solutions.

UNIDO, through its EELA Zimbabwe Country Window Project, is launching a call for proposals for a comprehensive market study aimed at mapping Zimbabwe’s appliance landscape, covering both on-grid and off-grid appliances. The selected service provider will support Zimbabwe’s transition to energy-efficient appliances and sustainable manufacturing by conducting targeted research, policy and regulatory analysis, and in-depth market assessments.

Focusing on market trends, gender-specific usage patterns, and key barriers, the study will also assess the structure and potential of local manufacturing for energy-efficient appliances. In addition, it will review existing policies, regulations, and standards to identify gaps in areas such as Minimum Energy Performance Standards (MEPS), quality assurance, and enforcement. Recommendations will be developed in line with international best practices, while ensuring alignment with environmental sustainability goals and policies that promote inclusivity, particularly for women, youth, and persons with disabilities.

Key Deliverables Include:

  • A comprehensive market study and gap analysis of both on-grid and off-grid energy-efficient appliance market in Zimbabwe, with a gender lens
  • Assessment and mapping of the local energy-efficient appliances and components manufacturing sector, including research, policy and regulatory analysis
  • Deliver one (1) inclusive stakeholder engagement workshop on energy efficiency regulations and quality assurance

By offering a comprehensive overview of Zimbabwe’s appliance market, covering both on-grid and off-grid technologies, this study will equip EELA stakeholders with the data and insights needed to shape effective regulations, support local manufacturing, and embed energy efficiency across the value chain. It will also highlight key gaps and opportunities, ensuring that future interventions are aligned with international standards and inclusive of all population groups, particularly women and youth.

Deliverables

The services required under this ToR are expected to be completed within a six-month period, in close coordination with UNIDO and relevant national institutions. The services will be primarily implemented in Zimbabwe, with key activities taking place in Harare and other relevant locations as necessary to engage stakeholders, conduct field research, and deliver one stakeholder engagement workshop.
