EELA Kenya Country Window Project invites proposals for a market study to support energy-efficient appliances and manufacturing transition.

Under the EELA Kenya Country Window, the selected service provider will support Kenya’s transition to energy-efficient appliances and manufacturing through targeted research, policy and regulatory analysis, and market assessments. A comprehensive market study will be conducted, covering both on-grid and off-grid appliances, with a focus on market trends, gendered usage patterns, key barriers, and the structure and potential of local manufacturing. The study will also include a review of existing policies, regulations, and standards, identifying gaps in MEPS, quality assurance, and enforcement, and proposing recommendations aligned with international best practices.

Key tasks include mapping the national appliance market and the local manufacturing sector for energy-efficient appliances, analysing the relevant policy and regulatory frameworks, and identifying gaps related to compliance and market access. The service provider will also assess value chains, evaluate local manufacturing capacity, and identify innovative trends and niche market opportunities to inform strategic decision-making and support Kenya’s energy efficiency goals.

In addition, the service provider will propose policy options based on international best practices, including demand-side management measures. A stakeholder workshop will be organized to present and validate findings, targeting public institutions, private sector actors, and women-led enterprises. The workshop will raise awareness on MEPS compliance, product labelling, and quality assurance, and will be documented in a proceedings report. The assignment is expected to be completed within six months.

Key Deliverables Include:

  • A detailed assessment report on the current market of on-grid and off-grid appliances in Kenya for productive use, including market size, key market actors, appliance performance, gendered access and usage patterns, and existing data gaps
  • Assess the current state of the local manufacturing sector for energy-efficient appliances and components and evaluate its potential for strengthening and expansion, covering both on-grid and off-grid appliances.
  • Conduct one (1) inclusive in person stakeholder workshop, lasting approximately half a day (3–4 hours),  targeting public institutions (Ministry of Energy, Ministry of Industry, KEBS, EPRA), private sector representatives (manufacturers, retailers, importers), and women-led enterprises with at least 30 participants and a minimum of 40% women participation. One (1) workshop proceeding report summarizing key insights, feedback on the draft recommendations, and awareness raised on the implementation of MEPS, testing protocols, and quality assurance frameworks.

These services are critical to supporting Kenya’s transition to energy-efficient technologies in alignment with the Kenya National Energy Efficiency and Conservation Strategy (NEECS) 2020. More broadly, they contribute to the country’s goal of achieving universal energy access and a full transition to renewable energy by 2030. By generating evidence through market studies, identifying regulatory gaps, and strengthening testing and enforcement capacity, the initiative enables informed policymaking and targeted interventions. Inclusive stakeholder engagement, particularly with women-led enterprises, ensures diverse participation, while the proposed policy options and capacity-building efforts help build a robust ecosystem for energy efficiency, market transformation, and climate resilience.

Deliverables

The services will be primarily implemented in Kenya, with key activities taking place in Nairobi and other relevant locations as necessary to engage stakeholders, conduct field research, and deliver stakeholder engagement and technical training workshops. The service provider is expected to collaborate closely with national institutions, private sector stakeholders, and relevant government bodies in Kenya.
