Procurement Opportunity: Mapping of Energy Use in Kenya’s Industrial Sector and Associated Policy Frameworks under the EELA Kenya Country Window Project

The United Nations Industrial Development Organization (UNIDO) has opened a new call for proposals under the EELA Country Window Kenya to identify a service provider for a comprehensive analysis of energy use in Kenya's industrial sector. The initiative aims to accelerate the country's transition toward industrial energy efficiency and low-carbon development through evidence-based research, policy analysis, industry surveys, and multi-stakeholder engagement.
The selected provider will conduct an in-depth review of industrial energy consumption and Kenya's existing policy landscape through literature analysis and consultations with key institutions. The study will examine current energy consumption patterns, evaluate regulatory and institutional frameworks, and identify critical gaps and opportunities for efficiency improvements and decarbonization aligned with regional and international best practices.
A major component of the assignment involves conducting field assessments of 30 to 40 enterprises across energy- and carbon-intensive subsectors. The provider will collect detailed data on energy use, production output, and efficiency levels, which will be compiled into a structured industrial database. This database will include comprehensive company profiles, consumption data, sectoral classifications, and geographic distribution, all validated through collaboration with national institutions and stakeholders.
To ensure relevance, the provider will organize at least one in-person validation workshop bringing together government officials, industry representatives, and development partners. The workshop will serve as a platform to present findings, gather feedback, and address compliance and policy implementation challenges. Finally, the provider will synthesize findings into actionable recommendations and prepare a Kenya-specific Industrial Low-Carbon Action Plan, together with a final report and a concise policy brief summarizing key priorities for government, industry, and development partners.

Deliverables
The services will be primarily implemented in Kenya, with key activities taking place in Nairobi and other relevant locations as necessary to engage stakeholders, conduct field research, and deliver stakeholder engagement and technical training workshops. The service provider is expected to collaborate closely with national institutions, private sector stakeholders, and relevant government bodies in Kenya.
