Procurement Opportunity: Mapping Industrial Energy Use and Policy Frameworks in Zimbabwe

As part of its efforts to foster low-carbon industrial transformation through energy-efficient approaches and technological solutions, the EELA Zimbabwe Country Window Project is launching a procurement opportunity for a service provider to map energy use in Zimbabwe’s industrial sector. The assignment will involve analyzing energy consumption patterns, identifying major energy- and carbon-intensive enterprises, and reviewing existing policy and regulatory frameworks to establish criteria and thresholds for industrial energy interventions.
The task will be implemented in close coordination with the Ministry of Energy and Power Development (MEPD) of Zimbabwe, the Ministry of Industry and Commerce of Zimbabwe, the Ministry of Environment of Zimbabwe, and the Confederation of Zimbabwe Industries (CZI), and other relevant institutions. The services will be primarily implemented in Zimbabwe, with key activities taking place in Harare and other relevant locations as necessary to engage stakeholders, conduct field research, and deliver one stakeholder engagement workshop.
Key Deliverables Include:
- Review of Industrial Energy Use and Policy Landscape: Assess the current status of industrial energy use and related policy frameworks; identify gaps and opportunities for policy enhancement in line with regional (SADC) and international best practices.
- Industry Survey and Field Assessment: Collect data on energy mix, consumption volumes, production efficiency, equipment age, and self-generation practices; assess types and quantities of energy used, production output, and efficiency levels; identify opportunities for energy-saving measures, clean technology integration, and decarbonization.
- Development of an Energy and Carbon-Intensive Industry Database: Compile a structured database of large and medium-sized industrial enterprises, including relevant energy data.
- Stakeholder Engagement: Organize a stakeholder workshop; develop a policy action matrix; integrate findings from SADC regional benchmarking; and finalize the study report
