UNIDO Launches Call for Proposals to Assess and Strengthen Kenya’s ESCO Market under EELA Kenya

The United Nations Industrial Development Organization (UNIDO) has launched a new call for proposals under the EELA Kenya Country Window Project seeking a service provider to conduct a market analysis of the Energy Service Company (ESCO) sector in the country. The analysis will aim at identifying market opportunities across key demand segments, mapping relevant stakeholders and business models, and analyzing barriers to sector growth. The study will also examine the current landscape of ESCO service provision and financing mechanisms, incorporating stakeholder insights to produce a comprehensive ESCO market intelligence report.
Drawing on the study’s findings, the provider will formulate targeted policy and regulatory recommendations to enhance the enabling environment for ESCO operations. These proposals will address areas such as performance-based contracting, public procurement frameworks, accreditation systems, measurement and verification (M&V) protocols, and institutional coordination—guided by international and regional best practices.
To boost demand and visibility for the ESCO industry, the provider will design and execute focused stakeholder engagement initiatives. This will include at least two awareness-raising events targeting large energy consumers (e.g., industrial facilities, municipalities) and potential ESCOs or service providers. These activities will be supported by customized outreach materials and workshop reports aimed at promoting the ESCO model within Kenya.
