Call for Proposals: Developing and Implementing Environmental and Social Safeguards (ESS) for the EELA Program

The Energy Efficiency for Sustainable Livelihoods in Africa (EELA) Program invites qualified entities to submit proposals for the design and implementation of Environmental and Social Safeguards (ESS). This initiative is critical for ensuring that EELA-supported activities are inclusive, equitable, and environmentally sustainable, aligning with UNIDO’s Environmental and Social Safeguards Policies and Procedures (ESSPP). In addition, the consultant will prepare an Environmental and Social Management Framework (ESMF) to guide the application of ESS for future subprojects.
Why the Environmental and Social Safeguards (ESS) matters: This project will ensure that the EELA Program and the projects it supports:
- Ensure that all members of society are equally included and have access to the benefits of the projects through proactive engagement and inclusive policy recommendations
- Identify and address barriers faced by key groups, including ministries of energy, environment, and industry, as well as stakeholders in the clean tech platform.
- Are measurable, impactful, equitable, and sustainable over the longer term.
- Implement measures that prevent or mitigate negative impacts on the environment while fostering climate resilience and responsible resource management.
- Protect the rights and well-being of populations, particularly vulnerable populations, by integrating participatory approaches and ensuring social accountability mechanisms.
The Key Deliverables include:
- Conduct an Environmental and Social Safeguards (ESS) for the EELA Program, covering both the program-level and project-level actions.
- Develop an ESS action plan
- Develop an Environmental and Social Management Framework (ESMF)
- Design training materials and conduct training sessions
Submission Details: Interested entities are invited to submit proposals that outline:
- Team structure and Expert in ESS issues within programme or project delivery
- Technology Innovation experience
- Practical experience
