15 June 2025

The EELA Regional Project with the EELA Country Windows, in collaboration with UNIDO, is pleased to announce a new procurement opportunity for a contractor to conduct a comprehensive market assessment of industrial motors in the EAC, ECOWAS, and SADC regions. This initiative seeks to evaluate the current market landscape, policies, and practices related to industrial motors across Africa. The selected contractor will focus on detailed studies ion EAC, ECOWAS and SADC, aiming to provide actionable recommendations on critical topics such as producer responsibility, repairability, capacity building, and skills development.

One of the primary objectives is to develop updated national-level Minimum Energy Performance Standards (MEPS) aligned with international benchmarks and regional harmonization goals. The contractor will also identify key barriers and opportunities in the adoption, enforcement, testing, and financing of high-efficiency motors, while fostering regional collaboration through policy benchmarking and knowledge exchange.

Industrial motors are a cornerstone of energy efficiency efforts globally, as they account for approximately 45% of total electricity consumption in industrial applications, according to the International Energy Agency (IEA). The adoption of high-efficiency motors can lead to energy savings of 20-30%, significantly reducing operational costs and contributing to the reduction of greenhouse gas emissions. These improvements are particularly critical in regions like Africa, where energy demands are rising, and sustainable development is a priority.

The assessment will involve close cooperation with regional entities, including EACREE, ECREEE, and SACREEE, as well as engagement with stakeholders from both the public and private sectors to validate the recommendations. A guide on the UNIDO Procurment systems is available to assist new bidders. Interested parties can find detailed information on eligibility requirements, selection criteria, and submission guidelines on UNIDO’s Procurement Portal (RFX No. 7000007754). Proposals must be submitted by 30 June 2025, 17:00 CET (extended deadline).
