Procurement Announcement: Gender Equality and Social Inclusion (GESI) approach

The Energy Efficiency for Sustainable Livelihoods in Africa (EELA) Program invites qualified entities to submit proposals for the development and implementation of a Gender Equality and Social Inclusion (GESI) approach. This initiative aims to ensure that all EELA-supported activities foster inclusive participation and equitable access to benefits, aligned with the program’s gender responsiveness and social inclusion objectives.
Scope of Work: The selected entity will be responsible for developing GESI action plans and frameworks that integrate gender-responsive and socially inclusive principles at both the program and project levels.
Why the GESI Approach Matters: GESI action plans and long-term skills development frameworks will ensure that women, men, girls, and boys can equally access and benefit from EELA-supported projects. This initiative aligns with Sustainable Development Goal (SDG) 5 on gender equality in supported developing countries. By promoting equal opportunities, participation, and access to resources for all individuals, regardless of their background or circumstances, the GESI approach seeks to create a society where everyone is treated with respect and dignity. It aims to prevent marginalization and exclusion, thereby enhancing environmental protection and improving the well-being of communities reliant on these ecosystems. This work will contribute to a more equitable and resilient society for all.
The Key Deliverables include: The successful bidder will be expected to provide:
- Gender Analysis: A comprehensive analysis for the EELA Program, addressing both program-level and project-level actions.
- GESI Action Plans: Development of strategies tailored to program activities to ensure inclusivity.
- Training Materials and Sessions: Design, organize, and deliver training materials and workshops for all projects under the EELA Program to integrate GESI principles.
- Gender-Responsive M&E Framework: Develop a monitoring and evaluation framework that reflects gender-responsive indicators.
- Consolidated Publication: Produce a comprehensive report consolidating key findings, insights, and outcomes from the GESI initiative.
Submission Details: Interested entities are invited to submit proposals that outline:
- The bidder should include the following document
- A technical proposal in compliance with the Terms of Reference
- A list of the qualified personel
- Experience in similar projects
- Proven track record and experience in this task required (GESI Development)
- A proposed timeline for each task and deliverable, in line with the expected completion times specified in the TOR.
- A workplan that reflects the company’s capacity to complete the project within the agreed timefraame, ensuring timely delivery of all components.
