Two Energy Consulting Opportunities in Zambia

The EELA Country Window Zambia aims to foster inclusive and sustainable economic growth through a comprehensive Energy Efficiency (EE) initiative. The project works to accelerate the adoption of EE lighting and appliances in alignment with the broader EELA Program, while also mobilizing investments for the low-carbon transformation of the industrial sector. The project further supports the strengthening of local value chains, e-waste management, and related capacity-building and awareness-raising efforts. Launched in 2025, the initiative is introducing two calls for proposals for procurement services: one to support energy efficiency policies for appliances, and another to assess energy consumption in the industrial sector.

CALL FOR PROPOSALS REF. 7000007895 - TO SUPPORT ENERGY EFFICIENCY POLICIES, REGULATORY FRAMEWORKS, AND MARKET DEVELOPMENT FOR INDUSTRIAL ENERGY-EFFICIENT APPLIANCES
The provider is expected to conduct a market study of the appliances market in Zambia, covering both on-grid and off-grid appliances. The study will focus on market trends, gendered usage patterns, key barriers, and the structure and potential of the local manufacturing of energy-efficient appliances. The study will include a review of existing policies, regulations, and standards, identifying gaps in MEPS, quality assurance, and enforcement, and proposing recommendations aligned with international best practices.
The services will be primarily implemented in Zambia, with key activities taking place in Lusaka and other relevant locations as necessary to engage stakeholders, conduct field research, and deliver one stakeholder engagement workshop. The service provider is expected to collaborate closely with national institutions, private sector stakeholders, and relevant government bodies in Zambia.
Key Deliverables:
- Conduct a comprehensive market study and gap analysis of both on-grid and off-grid energy-efficient appliance market in Zambia, with a gender lens.
- Assessment and mapping of the local energy-efficient appliances and components manufacturing sector, including research, policy and regulatory analysis.
- Deliver one inclusive stakeholder engagement workshop in person on energy efficiency regulations and quality assurance

This assignment aims to comprehensively map and analyse Zambia's industrial energy consumption patterns, identify major energy- and carbon-intensive enterprises, and assess existing policy and regulatory frameworks to establish criteria and thresholds for targeted industrial energy interventions.
The project will be implemented in close coordination with key national institutions including the Ministry of Energy, Ministry of Commerce, Trade and Industry (MCTI), Zambia Environmental Management Agency (ZEMA), Zambia Development Agency (ZDA), Zambia Association of Manufacturers (ZAM), and other relevant stakeholders. Services will be primarily implemented in Zambia, with key activities in Lusaka and other strategic locations to facilitate stakeholder engagement, conduct field research, and deliver stakeholder workshops.
